Big Update to Steal System

The new version of the Steal System uses plugin commands and requires much less manual set up. Everything is integrated into the engine and requires only one state be reserved for the plugin's use.

Also only add steal lists to the enemies you want to steal from. No need to have dummy list anymore. If you were using the old version thank you so much but if you are not committed to it I highly encourage you to move to this new version. It markedly reduces the headaches.
